An act of the National Assembly to create a clearinghouse of debts and to prohibit unfair collection practices.

1. All official contracts shall be reported to the Ministry of Finance
2. All payments due from contracts shall be made to the Ministry of Finance who will then reimburse the original creditor per the contract.
3. Unregistered debts made outside of the Ministry of Finance shall not be recognized for legality purposes and are unenforceable through the law
4. Private entities that collect information on debts and lines of credit are hereby banned from operating in the Dominion and/or collecting information on Dominion residents
5. Private entities whose purpose is to collect outstanding debts or repossession of defaulted property are hereby banned from operating in the Dominion
