The Emperor, deriving their power from the people and not a higher power, is not infallible. For this reason, the Chancellery exists to ensure prudence. The Chancellery is an advisory body for the Emperor, and in some subjects is obligated to give counsel under the Constitution.

The Chancellery is composed of three citizens: one nominated by the Premier, one by the National Assembly, and one by the High Court.
