1. All government officials shall disclose their finances, debts, sources of income, and wealth before taking office.
2. No governmental official shall receive any form of a donation or gift from a third-party unless:
   1. The total value is under minimum wage
   2. The gift is not part of multiple gifts being given with the intent to evade the value restriction
   3. Gifts by family members, relatives, or well-known close friends are excluded from this restriction
