An act of the National Assembly to define charitable organizations reduce the tax burden on such

1. Non-profits and charities do not pay sales or real property taxes
2. Non-profits must be registered with the Ministry of Finance
3. To maintain non-profit status, an organization must
   1. Donate more than one half of gross income to charitable causes
      1. may not claim a “donation” to a parent, sister, or related organization
   2. Have no more than one fourth of gross income go to salary and administrative costs
   3. Be non-political and non-partisan in nature
