An act of the National Assembly to restrict pet ownership to responsible owners.
Provisions
Collars and Leashes
All animals must be leashed, on a harness, or otherwise restrained at all times outdoors unless inside an enclosure
Unfriendly animals must use a bright red collar or harness
Licenses
There shall be no fee for pet licenses
Pets weighing more than 4 pounds are required to be licensed
Pets weighing more than 30 pounds require a specialty license
Pets which are not fixed, neutered, or spayed require a specialty breeding license, regardless of intent to breed
Revocation of License
Owners may be prohibited from owning pets if:
The pet has escaped from their control over three times in a year's period
More than one pet under their ownership has aggressively bit another person or pet
They have been found guilty of animal cruelty
Private Property Defense
Persons on private property who deploy poisons, traps, or other means of preventing unwanted animal encroachment shall not be found guilty of any crime relating to harm to another's pet
