====== Debts ======
An act of the National Assembly to create a clearinghouse of debts and to prohibit unfair collection practices. 

===== Provisions =====
  - All official contracts shall be reported to the Ministry of Finance 
  - All payments due from contracts shall be made to the Ministry of Finance who will then reimburse the original creditor per the contract. 
  - Unregistered debts made outside of the Ministry of Finance shall not be recognized for legality purposes and are unenforceable through the law
  - Private entities that collect information on debts and lines of credit are hereby banned from operating in the Dominion and/or collecting information on Dominion residents
  - Private entities whose purpose is to collect outstanding debts or repossession of defaulted property are hereby banned from operating in the Dominion
