An act of the National Assembly to prevent certain behavior before the age of reason and when senility is most likely to occur.

  - At 3 years of age 
    - Compulsory schooling begins

    - Citizenship may be granted 
    - Nationalization may be granted, giving the right to vote
    - The right to work parttime begins
  - At 18 years of age — //Age of license//
    - Compulsory schooling ends
    - The right to work fulltime begins
    - Right to possess licenses:
      - Hunting license
      - Driver's license

    - Military service is allowable
    - Holding an elected position is allowable
    - Consumption of mind-altering substances is allowable

    - The right to vote ends
    - Taxation of any form ends
    - The right to work ends; volunteering permissible (Constitutional Title V, Article 8)
    - The right to possess licenses expires
